The owners of this urban development domain have formed a group to start developing the project, which will have more than 7,000 homes.

This is another key milestone in the current urban management stage of Madrid Nuevo Norte, following the creation of first management committee for the Chamartín Central Business District domain last June.

Today, Madrid Nuevo Norte has taken another key step in its development with the formation of the Management Committee for the Malmea-San Roque-Tres Olivos domain (APE 08.20). This brings together a majority of the land owners of this urban development domain to begin working on the planning execution initiative, which will make it possible to form the future Owners’ Association and start the urban development of the domain as soon as possible.

The formation of this Management Committee is another important milestone in the current urban management stage of Madrid Nuevo Norte, because it makes it possible to start drafting the framework and Articles of Association of the future Owners’ Association, the urban development entity that will be in charge of drafting the reparcelling project and managing and paying for the urban development works, as well as drafting the urban development project for APE 08.20, the document that will define the execution of the works in the domain and which must subsequently be approved by the City Council.

Both the urban development project and the framework and Articles of Association of the Owners’ Association are required to be able to present the planning execution initiative for the domain, a prior step to forming the Owners’ Association.

Founding members of the Management Committee of the Malmea-San Roque-Tres Olivos domain

The Management Committee was formed by 193 owners, representing more than 55% of the land owners, bringing together a broad and diverse sample of owners in this domain, including individuals, industrial owners and real-estate developers, and other owners can also join in the future.

This is the second management committee now functioning in the development, after the committee formed last June for the Chamartín Central Business District APE 05.31, where Madrid Nuevo Norte’s large office district will be built, with the potential to make Madrid the main business centre in southern Europe.

New connections and key infrastructures for Fuencarral

The Malmea-San Roque-Tres Olivos domain, with an area of 1,029,647 m², has a total buildable area of 965,321 m² and includes offices, shops and housing, 20% of which is some form of social housing.

This project erases the urban boundary line of the historic centre of Fuencarral and the Begoña and Tres Olivos neighbourhoods. It will regenerate disused brownfield land and will put an end to the historic isolation of the area and solve important mobility problems. Public facilities have been planned to correct the historical deficiencies of these neighbourhoods. They will be located next to the consolidated areas and will be sized to meet the needs of both the future residents of Madrid Nuevo Norte and the people already living in the adjacent neighbourhoods.

In terms of the urban design, the Malmea-San-Roque-Tres Olivos domain will be predominantly residential, with more than 7,000 homes and street-level retail playing a prominent role. Madrid Nuevo Norte’s green artery will pass through the new development from north to south. This is a linear network of interconnected parks that will lead northward to the hills of El Pardo, connecting both the future Metropolitan Forest of the city of Madrid and the regional Madrid Green Arch towards the interior of the city. The historical and cultural heritage of the neighbourhoods and the memory of their agricultural and industrial past will be enhanced, and two historic chapels will be integrated into the network of parks: the San Roque chapel, built in the 16th century, and the 19th-century Nuestra Señora de Lourdes chapel will be the centrepieces of two parks located in the green artery.

Calle Antonio de Cabezón, bordering the part on railway track yard to the north of the M-30 ring road, is naturalised with green agriculture and livestock areas, a reminder of how this area of Madrid has historically been used.

The domain will have two large public transport hubs located to the north and south, each consisting of a new Metro station, a Cercanías commuter train station (the existing one in Fuencarral Norte and a new one in Fuencarral Sur) and multiple stops in the new Bus Rapid Transit system. Both transport hubs will be transformed into true neighbourhood centres, because more tertiary buildable space has been planned for offices and shops, to create environments that are full of life around to the transport stations.

Cycling mobility will be strengthened by a new network of cycle paths that will run through the domain and connect to the existing network, the Green Cycle Loop and the Colmenar cycle path.

The Malmea-San Roque-Tres Olivos domain will have multiple connections to the east: three bridges, a pedestrian footbridge and a tunnel will link Fuencarral and Las Tablas. To the south, it will be connected to the Central Business District by three bridges over the M-30 ring road: two new bridges over calle Agustín de Foxá and calle Antonio de Cabezón, and the renovation and widening of the existing bridge over Mauricio Legendre.

Some of the major infrastructures to be executed in the Malmea-San Roque-Tres Olivos domain include the relocation and total renovation of important pipelines in the Canal de Isabel II water supply infrastructure, which carries 80% of the drinking water of the city of Madrid. In total, more than 12 kilometres of pipe will be replaced to maximise the efficiency of water resources and water consumption management.
